Youth in Transition from Foster Care - 491-0279-26

Agency Description

The Michigan Department of Health and Human Services (MDHHS) provides Youth in Transition (YIT) services to assist youths, who experienced out-of-home foster care after age 14 and are not yet age 23, in the transition from foster care to independence and self-sufficiency. MDHHS uses a combination of federal and State funding resources to provide a broad spectrum of YIT services and supports intended to help youths achieve successful transitions to adulthood, including independent living skills training, mentoring and family connection services, educational and employment assistance, housing support, health services, transportation, and other supportive resources. YIT services may be provided directly to youths by MDHHS or through contracted service providers and agreements with other State agencies. From October 1, 2023 through December 31, 2025, MDHHS expended $15.3 million on YIT-related services for about 3,200 youths.

Audit Objectives

  • To assess the sufficiency of MDHHS’s efforts to ensure selected services supporting eligible youths transitioning from foster care are appropriate.
