Agency Description
Vehicle and Travel Services (VTS), within the Office of Support Services, Department of Technology, Management, and Budget (DTMB), provides management services for the State’s vehicle fleet, including oversight of compliance with fleet rules and regulations. VTS performs vehicle ordering, delivery, maintenance, custom upfitting, decommissioning, and administers the 7 motor pools located across the State.
VTS finances the purchase of State vehicles through a fleet management vendor which also provides on-going contractual services, including management of a fuel card and vehicle maintenance program. Vehicles are made available to State agencies on a permanently assigned basis or through the motor pool for short-term usage. All costs borne by VTS in furnishing vehicles and fleet management services to State agencies are accounted for in the Motor Transport Fund. This internal service fund was created by Public Act 260, 1947, and continued by Public Act 431, 1984, as amended (Sections 18.1213 – 18.1215 of the Michigan Compiled Laws). DTMB bills agencies monthly at a rate sufficient to cover all costs of operation and maintenance of the State fleet.
As of May 2026, VTS managed approximately 10,200 vehicles within the State’s fleet, including approximately 200 vehicles made available to employees through the motor pools. Expenditures totaled $89.3 million and $92.6 million for fiscal years 2024 and 2025, respectively.
Audit Objectives
- To assess the effectiveness of VTS’s efforts to administer and ensure the efficient utilization of the State’s vehicle fleet.
- To assess the effectiveness of selected user access controls over VTS systems.
