Description of Agency

The Michigan Department of Transportation, in accordance with the requirements of Title 49, Part 26, section 26.39 of the Code of Federal Regulations, operates a Small Business Program to ensure small businesses have opportunities to participate in federally assisted projects.

Audit Objectives

  1. To assess the effectiveness of the Office of Business Development’s (OBD’s) administration of the Small Business Program and the Disadvantaged Business Enterprise program.
  2. To assess OBD’s compliance with selected Small Business Program and Disadvantaged Business Enterprise program certification requirements.
  3. To assess the effectiveness of selected OBD access controls over the Michigan Unified Certification Program (MUCP) system.
