MiConnect: Hunting, Fishing, and Recreational Licensing System - 751-0590-25
System Description
The Department of Natural Resources (DNR) established and maintains MiConnect Outdoors (MiCO). MiCO is utilized for the sale and purchase of hunting, fishing, snowmobile, and off-road vehicle licenses. MiCO is also used for hunting lottery applications, fuelwood permits, signing up for outdoor skills academy classes (such as fishing clinics, hunting clinics, and survival classes) as well as deer harvest patches. For fiscal year 2024, 2.3 million transactions were processed totaling $79.7 million. As of April 30, 2025, MiCO had approximately 5,300 active accounts consisting of DNR employees and retailers.
Audit Objectives
- To assess the effectiveness of DNR’s security and user access controls over the MiCO application and data.
- To assess the sufficiency of DNR’s monitoring efforts of MiCO’s third-party service organizations.
- To assess the effectiveness of DNR’s interface controls over MiCO.
- To assess the sufficiency of DNR’s efforts to ensure the completeness and accuracy of data within MiCO.
- To assess the sufficiency of DNR’s efforts to implement change controls over the MiCO application and data.
