Agency Description
MiLEAP administers Michigan’s Child Development and Care (CDC) program, which provides childcare payment assistance (scholarships) to eligible low-income families. To be paid for care provided to eligible children, providers must be a licensed provider of a childcare center, group childcare home, or a family childcare home; or be a related or unrelated license-exempt provider. From October 1, 2024 through May 31, 2026, 9,280 childcare providers received CDC scholarship payments totaling $896 million.
MiLEAP’s Program Integrity and Oversight (PIO) Unit is responsible for program integrity activities related to the CDC program, including performing time and attendance reviews. MiLEAP requests time and attendance records from select childcare providers to determine if their records comply with CDC program requirements and/or indicate intentional or unintentional program violations occurred. Providers determined to have committed intentional program violations may face disqualification from the CDC program. PIO completed 931 time and attendance reviews between October 1, 2024 and May 31, 2026.
Audit Objectives
- To assess the sufficiency of MiLEAP’s efforts to select childcare providers for time and attendance reviews designed to identify fraud and other program violations.
- To assess the effectiveness of MiLEAP’s efforts to disqualify childcare providers it found to have committed intentional program violations.
