Description of Program
The Michigan Department of Health and Human Services (MDHHS) administers the School Services Program (SSP). In SSP, Michigan intermediate school districts (ISDs) can claim partial reimbursement for Medicaid-covered services provided to children in schools, including, but not limited to, speech, language, hearing, occupational and physical therapy, nursing, psychological, counseling, social work, personal care, orientation, and mobility. Because school staff provide services to both Medicaid and non-Medicaid eligible students in addition to other job responsibilities, a calculation is necessary to determine which costs are eligible for SSP reimbursement. MDHHS contracts with the Public Consulting Group (PCG) to administer sample-based Random Moment Time Studies (RMTSs) to schools to determine the portion of school staff costs attributed to the provision of SSP-eligible services.
MDHHS performs financial and claims audits of selected ISDs and is also responsible for PCG contract oversight. For school year 2023-24, SSP payments to ISDs totaled approximately $172 million.
Audit Objectives
- To assess the sufficiency of MDHHS’s efforts to monitor ISDs’ compliance with SSP requirements.
- To assess the sufficiency of MDHHS’s efforts to monitor the SSP contractor’s administration of the RMTS process.
