Program Description
Pesticide and Plant Pest Management (PPPM) Division’s Pesticide Program regulates the sale, use, and disposal of pesticides under the authority of the Natural Resources and Environmental Protection Act, Public Act 452 of 1994, Part 83, Pesticide Control, as amended. The Division’s mission is to protect human health and the environment while ensuring the people of Michigan have the resources necessary to protect themselves, their property, and their communities from pests. To ensure pesticides are sold and applied according to State law, PPPM inspectors conduct various audits, investigations, and inspections. The Integrated Solutions Division’s Central Licensing Unit issues pesticide business and dealer licenses and registers pesticide products. For fiscal year 2025, the Pesticide Program expended $4.8 million. As of May 31, 2026, Pesticide Program staff consisted of 16 central office and 16 field operation employees.
Audit Objectives
- To assess the sufficiency of the Pesticide Program’s monitoring and enforcement efforts for pesticide laws and regulations.
- To assess the efficiency of the Michigan Department of Agriculture and Rural Development efforts in the registration of pesticide products.
- To assess the efficiency of the Michigan Department of Agriculture and Rural Development efforts to license pesticide applicator businesses and certify pesticide applicators.
- To assess the effectiveness of selected security and access controls over the Pesticide Program’s systems.
