The mission of the Michigan Gaming Control Board (MGCB) is to protect the interests of the citizens of the State of Michigan by ensuring gaming is conducted fairly and honestly. MGCB’s Executive Office is composed of External Affairs, Responsible Gaming, Communications, and Human Resources sections. These sections are responsible for internal interactions with agency staff and external interactions with outside stakeholders. The sections develop policies and self-exclusion initiatives, refer individuals to treatment services for gambling addiction, monitor operators for compliance with responsible gaming regulations, and educate operators and the public about responsible gaming. They handle public relations and social media outreach and assist MGCB staff with services such as payroll, insurance, and communications. The Administration Division consists of the Financial Services; Infrastructure, Security, and Special Projects; and Detroit Administrative Services sections. These sections interact with agency staff to ensure operational needs are met and provide administrative support services, including budgeting, procurement, accounting, IT management, and records management. MGCB was appropriated $53.6 million in 2026. As of June 2026, the Executive Office had 23 full-time employees and the Administration Division had 44 full-time employees.

Audit Objectives

  1. To assess the appropriateness of selected MGCB expenditures.
  2. To assess the sufficiency of the Responsible Gaming Section’s efforts to promote and improve responsible gaming.
  3. To assess the effectiveness of selected Executive Office and Administration Division activities.
