Description
The International Registration Plan (IRP) is a reciprocity agreement between the 48 contiguous U.S. states, 10 Canadian provinces, and the District of Columbia where an interstate carrier can register commercial vehicle fleets for travel in all participating jurisdictions by filing paperwork with their base jurisdiction. The base jurisdiction collects the full registration fee and disperses the funds to each jurisdiction based on the percentage of miles traveled in each jurisdiction during the applicable registration year. The State of Michigan also receives funds from other jurisdictions for miles traveled in Michigan by registrants whose home base is not Michigan.
The Department of State’s (DOS’s) IRP Unit ensures registrants submit appropriate supporting documentation along with their registration fee and completes audits for a sample of registrants each year. In fiscal year 2025, DOS collected $158.3 million in IRP revenue and DOS’s IRP Unit expended $1.4 million, renewed 7,684 registrations, completed 338 audits, and had 16 employees.
