Highway Work Zone Safety and Mobility - 591-0167-24

Description of Agency

The Michigan Department of Transportation’s (MDOT’s) Bureau of Field Services, Construction Field Services Division, regional offices, and transportation service centers (TSCs) are responsible for ensuring the safety and mobility of work zones during highway construction projects. The Work Zone Management Unit (WZMU) provides oversight and guidance to the 7 regional offices and 22 TSCs throughout the State through performance of field reviews to identify potential safety and mobility concerns within work zones, coordination of work zone training programs to improve Statewide consistency and safety of all customers, and maintenance of guidance materials for the regional offices and TSCs. The WZMU is also responsible for all policies, procedures, and practices related to work zone safety and mobility. Regional offices and TSCs are responsible for managing every phase of a construction project, from scoping and development to construction, operations, and maintenance. Regional offices and TSCs are also responsible for implementing work zone safety and mobility requirements for highway projects which include, but are not limited to, creating transportation management plans, ensuring significant projects receive a peer review, correcting any unacceptable items identified during work zone field reviews, and the daily monitoring of projects through on-site inspectors.

  1. To assess the sufficiency of MDOT’s oversight of highway work zone safety and mobility.
  2. To assess the sufficiency of MDOT’s efforts to ensure compliance with select highway work zone safety and mobility requirements.
