Description of Agency
The Going Pro Talent Fund (GPTF) was established by Public Act 260 of 2018 and is administered by Workforce Development, Department of Labor and Economic Opportunity (LEO). The purpose of the program is to provide competitive awards to qualified employers for workforce training, including, but not limited to, talent enhancement, increasing worker productivity, development of workforce skills, leadership and management training, and worker retention.
LEO awards GPTF funds to employers through Michigan Works! Agencies (MWAs), who conduct fact-finding sessions with employers to assess their talent skill gaps and assist employers in submitting GPTF award applications to LEO. LEO selects employer applications for award by applying established competitive scoring criteria. Once awarded, MWAs are responsible to manage and oversee employer GPTF awards and employers’ respective training plans. In turn, LEO is responsible for monitoring MWAs to verify compliance with program requirements. GPTF awards to employers totaled $65.3 million and $63.4 million for fiscal years 2023 and 2024, respectively, and the average GPTF award to employers was approximately $55,000.

- To assess the effectiveness of LEO’s efforts to select applications for competitive GPTF awards to employers.
- To assess the sufficiency of LEO’s efforts to monitor MWAs’ management and oversight of GPTF awards to employers.
