Contractor and Consultant Performance Evaluation Process - 591-0425-22

Description of Agency

The Michigan Department of Transportation’s (MDOT’s) performance evaluation process is used to assess contractor and consultant performance on construction and consulting projects. Performance evaluations include assessments of the quality of contractors’ organizational management, equipment and personnel resources, work performance, and subcontractor management and consultants’ timely completion, adherence to contract requirements, and quality of work completed as required by Title 23, Part 172, section 0(d)(2) of the Code of Federal Regulations and MDOT Construction Manual Section 102.1. Project managers or engineers within the Construction Field Services Division are primarily responsible for completing the evaluations as part of the project closeout process. During fiscal year 2021, MDOT awarded approximately $4.7 billion in contracts for consultant and construction projects.
