Agency Description
The Michigan Department of Civil Rights (MDCR) was created to carry out the work of the Michigan Civil Rights Commission. MDCR’s Enforcement Division carries out the department’s primary purpose which is to receive, initiate, and investigate complaints of discrimination in employment, housing, public accommodation, education, law enforcement, and public service based on an individual’s religion, race, color, national origin, arrest record, genetic information, sex, age, height, weight, familial or marital status, sexual orientation, gender identity or expression, source of income, or disability. MDCR reported in fiscal year 2025 it received 8,652 complaints, assigned 2,798 complaints for civil rights investigations, closed 3,304 investigations, and secured over $3.6 million in awards or settlements for claimants. In addition, the Community Engagement and Education Division (CEED) works to increase the visibility and advance the mission of MDCR by developing and participating in Statewide initiatives, providing outreach and education programs, and facilitating and participating in community meetings, forums, and events. In 2025, MDCR launched a grant initiative and awarded $453,000 to 15 Advocates and Leaders for Police and Community Trust (ALPACT) chapters Statewide to empower them in building trust and collaboration.
Gross appropriations for fiscal years 2025 and 2026 were $29,163,500 and $28,439,700, respectively.
