Agency Description
The Bureau of Fire Services (BFS) is responsible for mitigating the risk of death, injury, and property damage due to fire within Michigan. As part of this responsibility, BFS conducts annual fire safety inspections of adult foster care homes with seven or more residents and healthcare facilities (e.g., hospitals, homes for the aged, and freestanding surgical outpatient facilities) prior to their annual license renewals. The inspections utilize the Fire Safety Rules promulgated under the authority of the Michigan Fire Prevention Code (Public Act 207 of 1941). In accordance with occupancy fire safety rules particular to these facilities, inspectors survey and inspect for proper installation and maintenance of fire protection features such as fire alarm and detection systems, fire suppression systems, construction types, fire separation and fire barriers/compartments, means of egress, interior finish and emergency power. BFS conducted annual fire safety inspections at approximately 1,700 adult foster care homes and health care facilities in 2025.

- To assess the sufficiency of BFS’s efforts to conduct annual fire safety inspections of adult foster care homes and healthcare facilities.
