Description

The State Psychiatric Hospital Administration (SPHA) was created in 2021 and its mission is to provide evidence-supported, person-centered, inpatient care to individuals in an environment that values compassion and collaboration with the goal of reintegration into their community. SPHA is responsible for the overall administration and coordination of four State psychiatric hospitals (SPH). SPHA’s activities include, but are not limited to, investigating alleged Department of Health and Human Services work rule and/or policy violations, analyzing hospital data to identify risks and quality compliance issues, providing guidance related to substance use disorder services, and providing resource support and customer service related to the electronic health records system used by the SPH. For fiscal year 2025, SPHA expended $4.9 million, which primarily consisted of personnel costs. As of May 2026, SPHA had 30 employees.

Audit Objectives

  1. To assess the sufficiency of SPHA efforts to address select events reported to it by State psychiatric hospitals.
  2. To assess the sufficiency of SPHA efforts to evaluate the consistency of services provided by State psychiatric hospitals.
  3. To assess the effectiveness of selected access controls over Avatar.
