Utilization and Oversight of Select Michigan Public Health Institute (MPHI) Services and Activities - 391-0111-26
Description
In July 1990, the Michigan Department of Health and Human Services (MDHHS) formed MPHI as a nonprofit corporation, pursuant to section 2611 of the Public Health Code (Section 333.2611 of the Michigan Compiled Laws, as amended), to plan, promote, and coordinate health services research with a public university or a consortium of public universities within the State.
The State’s annual appropriations acts for fiscal years 2024 and 2025 authorized MDHHS to use one-year master agreements with MPHI for the design and implementation of projects and for other public health-related activities, as prescribed in section 2611 of the Public Health Code. These Acts also required MDHHS to submit semiannual reports to the Legislature providing detailed project and deliverable information related to MPHI and its subcontractors and subgrantees.
From October 1, 2023 through September 30, 2025, MDHHS awarded MPHI 857 contracts and grants, totaling $434.5 million. MDHHS primarily awards its agreements with MPHI through its Electronic Grants Administration and Management System (EGrAMS). MDHHS monitors the agreements through monthly reimbursement requests and quarterly progress reports MPHI submits in EGrAMS and supervision of MPHI affiliate staff assigned to work on MDHHS projects. Approximately 750 MPHI affiliate staff were reporting to MDHHS supervisors as of October 2025.
Audit Objectives
- To assess the sufficiency of MDHHS’s efforts to ensure it awards MPHI contracts and grants in compliance with applicable State laws and policies.
- To assess the sufficiency of MDHHS’s efforts to monitor its MPHI contracts and grants.
- To assess the sufficiency of MDHHS’s efforts to provide the Legislature MPHI project and deliverable information in accordance with State law requirements.
