Description of Agency

The Customer and Automotive Records System (CARS) is an automated system used by the Department of State to process driver and vehicle-related transactions and the associated financial and administrative reporting requirements. CARS is used by 1,275 users at 130 Secretary of State branch offices and other government offices. Vehicle-related transactions include the issuance and maintenance of:

• Vehicle titles and registrations
• Watercraft titles and registrations
• Snowmobile registrations
• Moped registrations

The Department of State and the Department of Technology, Management, and Budget (DTMB) contracted with FAST Enterprises for the development, maintenance, and implementation of CARS at a cost of $59 million. The vehicle portion of CARS was implemented in February 2019 and the driver portion was implemented in March 2021. DTMB is responsible for the maintenance and security of the CARS operating system, database, and network in conjunction with FAST Enterprises. In fiscal year 2021, CARS processed $3.3 billion of revenue primarily through vehicle registrations and sales and use tax transactions. As of May 19, 2022, CARS contained active vehicle registration records for 6.7 million passenger vehicles; 1.0 million trailers; 439,000 watercraft and other decals; 247,000 commercial vehicles; and 222,000 motorcycles.

Audit Objectives

  1. To assess the accuracy of CARS’s processing of vehicle registration taxes.
  2. To assess the sufficiency of the Department of State’s efforts to ensure the accuracy of CARS vehicle registration records.
  3. To assess the effectiveness of selected CARS access controls.
  4. To assess the effectiveness of the Department of State’s efforts to ensure complete and accurate processing of the CARS interface to the Statewide Integrated Governmental Management Applications (SIGMA).
