Description of Agency

The Bureau of Fire Services, Storage Tank Division (STD), is responsible for inspecting aboveground storage tanks (ASTs) and underground storage tanks (USTs) in accordance with the Fire Prevention Code, Public Act 207 of 1941, and Part 211 of the Natural Resources and Environmental Protection Act, Public Act 451 of 1994, respectively. STD inspects ASTs containing flammable compressed gas, liquefied petroleum gas, flammable liquid, or combustible liquid and USTs containing petroleum-based, hazardous, and other regulated substances. In fiscal year 2020, STD expended $3.3 million and was funded by the Refined Petroleum Fund, storage tank fees, and the U.S. Environmental Protection Agency. As of April 30, 2021, STD had 25 employees.

Audit Objectives

  1. To assess the sufficiency of STD’s efforts to conduct storage tank inspections.
  2. To assess the effectiveness of select Department of Licensing and Regulatory Affairs security and access controls over Accela.
  3. To assess the STD’s compliance with statutory reporting requirements.
