State Parks' Concessions, Leases, and Operating Agreements - 751-0135-21

Description of Agency

The Parks and Recreation Division, Department of Natural Resources, manages 103 State parks with at least 54 of those parks operating one or more concessions. The Division also administers 80 harbors, 1,300 boating access sites, and 13,000 miles of trails with more than 1,200 leases and nonexclusive operating agreements. Examples of concessions, leases, and operating agreements include campground stores, watercraft rentals, aquaparks, boating access sites, and fishing guide services. In fiscal years 2019 and 2020, the Division had $2.0 million and $1.4 million, respectively, in revenues earned from commissions on concessions, leases, and operating agreements.

Audit Objectives

  1. To assess the effectiveness of the Division’s efforts to award State park concession, lease, and operating agreement contracts in accordance with applicable requirements.
  2. To assess the sufficiency of the Division’s efforts to monitor State park concessions, leases, and operating agreements.
  3. To assess the sufficiency of the Division’s efforts to maximize revenue or obtain valuable consideration from concessions, leases, and operating agreements.
