Description of Agency
The mission of the Office of Aeronautics (OA) is to develop and preserve a safe, high-quality Statewide air transportation system. There are two sections within OA: The Aviation Services Section and the Airport Planning and Development Section. The Aviation Services Section is responsible for licensing, inspecting, and/or registering airports, flight schools, aircraft, and aircraft dealers. The Aviation Services Section also maintains four planes. The Airport Planning and Development Section has project management responsibilities for State and federal grant-funded projects at Michigan’s public-use airports. Staff provide project support related to airport master planning, environmental review, airspace review, tall structure permitting, zoning assistance, and real estate project management, as well as oversight and assistance with disadvantaged business enterprises at Michigan airports. The Michigan Aeronautics Commission is responsible for the general supervision of all aeronautics within the State. OA expended $199.7 million during fiscal year 2022. As of March 17, 2023, OA had 43 employees.
Audit Objectives
- To assess the effectiveness of OA’s oversight of the public-use facilities, hospital helipads/helistops, flight schools, and aircraft registrations.
- To assess the effectiveness of selected ASM access controls.
