Description of Agency
The Michigan Department of Transportation (MDOT) manages the life cycle of the construction project from initial project design and specifications through the bid letting and contract award process and ultimately through execution of the construction activities at the job site. The current software suite manages a majority of the construction contracts and issues over $1.9 billion in construction project payments.
MDOT is planning to sunset the current software suite and has begun to use AASHTOWare Project. MDOT is using two of the AASHTOWare Project modules: Preconstruction and Construction and Materials. This audit will focus on the AASHTOWare Project Construction and Materials (APCM) module, which documents the daily project work and compiles the biweekly payments to construction contractors. Currently, APCM manages approximately $144 million in construction contracts and has approximately 500 users. MDOT’s long-term goal is for APCM to manage all construction contracts and payments.
Audit Objectives
- To assess the effectiveness of selected APCM access controls.
- To assess the effectiveness of MDOT’s and the Department of Technology, Management, and Budget’s (DTMB’s) efforts to implement controls over APCM interfaces.
- To assess the effectiveness of MDOT’s and DTMB’s efforts to implement change controls over the APCM and data.
- To assess the sufficiency of MDOT’s efforts to ensure the accuracy of construction records within APCM.
