Description of Agency

The Cannabis Regulatory Agency (CRA) is responsible for administering cannabis programs established under the Medical Marihuana Act of 2008, the Medical Marihuana Facilities Licensing Act of 2016, the Marihuana Tracking Act of 2016, and the Michigan Regulation and Taxation of Marihuana Act of 2018. CRA’s mission is to establish Michigan as the national model for a regulatory program that stimulates business growth while preserving safe consumer access to cannabis. In fiscal year 2021, CRA collected $66.1 million in licensing fee revenue and expended $21.8 million. As of July 2022, CRA had 140 employees.

Audit Objectives

  1. To assess the sufficiency of CRA’s enforcement activities.
  2. To assess the sufficiency of CRA’s licensing activities.
  3. To assess the effectiveness of CRA’s administration of the Michigan Medical Marihuana Program.
  4. To assess CRA’s compliance with legislative reporting requirements.
  5. To assess the effectiveness of select Department of Licensing and Regulatory Affairs and/or CRA security and access controls over systems utilized by CRA.
