Description of Agency

The Office of Infrastructure Protection (OIP), Department of Technology, Management, and Budget (DTMB), is responsible for security measures and emergency management oversight at DTMB-managed facilities. OIP is made up of three units: Central Control, Safety and Security, and Customer Service Center. Central Control provides 24-hour security monitoring; life safety systems; and heating, ventilation, and air conditioning (HVAC) systems at DMTB-managed facilities. In addition, Central Control monitors over 500 cameras in and out of State buildings. Safety and Security maintains building fire systems; provides locksmith services; issues employee, contractor, and visitor access; and manages security officer contracts. Customer Service Center manages State-owned parking facilities; issues State identifications; and provides facility-related assistance and general assistance to the public.

Audit Objectives

  1. To assess the effectiveness of OIP’s security and emergency management controls at DTMB-managed facilities.

  2. To assess OIP’s controls in managing State-owned parking capacity and ensuring the reasonableness and accuracy of parking revenues.
